The proposed FY2009 State Budget places a family income limit of $100,000 on the New Jersey Student Tuition Assistance Rewards Scholarship (NJ STARS) program.

I am writing to ask you to reconsider imposing this family income limit on this merit-based scholarship program.

NJ STARS covers community college tuition and fees for students who graduate from a New Jersey high school in the top 20 percent of their class. NJ STARS was created as a merit-based reward to keep outstanding students from leaving the state of New Jersey. Imposing an income cap would change NJ STARS into a need-based financial aid program based on family income.

I know that the State of New Jersey is facing difficult budget challenges. However, there are better ways to accomplish savings that would not undermine the original purposes of the NJ STARS program.

Preserving the NJ STARS program is good for students, good for my community and good for New Jersey.
